Occupational Safety Committee
The safety committee required in establishments with 10 or more workers under the OSH&WC Code 2020 to ensure compliance with occupational safety, health and working conditions.
Section 22 of the Occupational Safety, Health and Working Conditions Code 2020 requires every establishment with ten or more workers (with lower thresholds for hazardous processes) to constitute a Safety Committee comprising equal representation of employer and workers. The Safety Committee is the statutory body responsible for ensuring compliance with the OSH&WC Code and the Central Rules 2026.
The Central Rules 2026 prescribe the operational details: minimum number of meetings per year, meeting agenda template, minute-taking and evidence retention requirements, worker-representative selection process, and the interaction with the Chief Inspector-cum-Facilitator on inspections. The Committee's recommendations must be considered by the employer and, where implementation is refused, reasons must be recorded and shared with the Committee.
Alongside the Safety Committee, hazardous-process establishments must appoint a Safety Officer whose qualifications and duties are prescribed in the Central Rules. Annual medical examinations under Section 5 of the Code and periodic risk assessment under Rule 43 of the Central Rules 2026 are additional operational obligations.
